The W-BLLA provides several services to the local community, among these are the following:


Initiated in 1958 by the Wilkes-Barre Law & Library Association, the Lawyer Referral Service of Luzerne County has helped hundreds of people over the years.

How Does it work? Anyone who needs an attorney but who does not know the name of one can call the Lawyer Referral Service at 570.822.6029.

An automated operator will ask where you live and the nature of your problem and then prompt you to process your credit card over the phone. If an attorney is listed in your geographical area who handles your type of legal problem, the LRS will mail to you the name, address, and telephone number of that lawyer. If more than one lawyer is listed, the operator will provide you with several names. It is up to you to contact the attorney’s office and to schedule an appointment with that lawyer. You should indicate that you received the attorney’s name from the Lawyer Referral Service.

The first one half hour of a consultation with a lawyer listed with the Lawyer Referral Service is currently ten dollars ($10.00). This amount is payable directly to the attorney. There is no charge for the referral by the Lawyer Referral Service.

If your problem involves hiring an attorney beyond the initial consultation period, the rates and terms of that attorney’s services are to be determined by that particular attorney. If further legal services are necessary, fees for the attorney’s services will be arranged directly between you and the lawyer. The Lawyer Referral Service does not play any additional role in the extended service that a lawyer may agree to provide. Moreover, a referral by the Lawyer Referral Service is not a guarantee that the attorney will accept your case following the initial consultation with that attorney.

The Fee Dispute Committee is a voluntary mediation panel that hears disputes between clients and lawyer members of the Wilkes-Barre Law & Library Association regarding allegations that the lawyer over charged the client for work performed by the lawyer for that client. After a review of the matter, and an opportunity for the parties to be heard, the Committee makes a non-binding recommendation to the parties in an attempt to resolve the dispute.

If you have a fee dispute complaint, you should write to the following:

Your letter should set forth the details of the fee dispute, the amount of money that you were billed, and the reason that you believe the amount to be excessive. Your letter should contain both an address and telephone number. All complaints are deemed to be confidential by the Bar Association.

The Disciplinary Board of the Supreme Court of Pennsylvania is the legal body that governs the conduct of lawyers admitted to practice law in the state of
Pennsylvania .
Complaints about a lawyers conduct are reviewed and investigated by the Board. Forms for filing a complaint and a brochure explaining the Board and the Board’s procedure are available at the Wilkes-Barre Law & Library Association, Room 23, Second Floor, Luzerne County Courthouse, 200 North River Street, Wilkes-Barre, Pennsylvania 18711. To request a form from the Association please call 570.822.6712.

All requests are deemed confidential.

Please note that only the Disciplinary Board has jurisdiction to investigate complaints regarding alleged attorney misconduct. The local Bar Association can only supply the form that needs to be filed directly with the Board.
